Arrest History in Carter County
The Carter County Sheriff creates reports for sheriff incidents and arrests. Grayson Police and Olive Hill Police keep records for events their officers handle, and Kentucky State Police Post 14 holds KSP investigations. Carter County also lists five constable districts. The Carter County Detention Center creates the booking, bond, hold, custody, and release record after a person arrives at the jail. Those files remain separate even when they describe the same event.
An arrest history can mean several booking entries over time, but Carter County does not publish a verified permanent name-based arrest archive. The official inmate list is the best local online starting point for current custody. Older or fuller arrest material usually requires a focused request to the arresting agency and jail, followed by a court search. Fingerprint-supported arrest data may also reach the KSP repository and later be matched to a court disposition.
Carter County Arrest Agency Records
The agency named in the booking record is the right place to seek the arrest narrative. The jail can confirm intake and custody, but it may not own the officer's probable-cause report. Likewise, the Carter Circuit Court Clerk can provide a filed complaint and court orders, not a city police investigative file. Ask for a specific incident or arrest report by name, date, place, and report number when known.
Rural Carter County events may involve the sheriff, a constable, or KSP rather than city police. An Olive Hill arrest still travels to the county detention center in Grayson, and its prosecution routes to Carter District Court. A Grayson Police arrest follows the same split among police report, jail booking, and court complaint. When several agencies worked together, read the arresting-agency field and ask which office led the investigation. KSP releases have documented joint Carter County work by city police, the sheriff, specialized state units, federal investigators, and prosecutors. Each participant may hold only the record it created, so one Carter County arrest request sent to every office is less useful than a precise request to the named custodian.

How to Look Up Carter County Arrests
Lead with the channel closest to the event. Same-day custody is more likely to be confirmed by the detention center than by a statewide system. When an online source fails, phone and written requests remain key. Each step answers a different question, so a complete Carter County arrest lookup may use all five.
- Try the official Carter County inmate list, then call the jail at (606) 475-1606 for very recent custody or a roster failure.
- Contact the arresting agency for its public incident or arrest report. Ask the detention center separately for releasable booking records.
- Search CourtNet and the Carter clerk for the complaint, bond order, filed charges, and later disposition.
- Use the Kentucky State Police background-check and self-review process for one's own statewide repository history.
- Submit a narrow written request under Kentucky open-records law when the phone, roster, or counter does not supply the public record.

Booking and current custody records
Keep the booking number, report number, and court number separate. Each points to a different Carter County record and reduces mistaken matches.
Carter County Bookings at Crossbar Road
An officer transports an arrested person to the Carter County Detention Center. Jail intake confirms the authority and charges, records identity and property, screens for medical and security needs, takes a photo and fingerprints, and assigns a booking number. Staff enter charges, bonds, and holds. A court then handles the first appearance and bond conditions. Release can follow a court order, bond, served time, or transfer.
The county jail may hold more than recent local arrestees. A May 23, 2024 Kentucky Department of Corrections snapshot listed rated capacity of 144 and a population of 181, or 126 percent, including local, state Class D, controlled-intake, parole-violation, and 74 federal detainees. That one-date snapshot explains why jail population is not an arrest count. It must not be read as today's census.
Kentucky's criminal-record statutes are collected in the official KRS Chapter 17 source.
Those state rules help explain repository reporting, while the jail remains the source for a Carter County booking.
What an Arrest Record Shows
A booking entry and an arrest report overlap, but they are not identical. The report may hold the officer's alleged facts, location, witnesses, evidence, and probable-cause narrative. The booking record focuses on intake, identifiers, custody, charges, bonds, holds, and release. Protected victim, witness, juvenile, medical, and investigative details can be redacted or withheld.
| Booking Number | The jail's identifier for that intake event. |
|---|---|
| Booking Date & Time | When intake was recorded, which may follow the arrest time. |
| Arresting Agency | The sheriff, city police, KSP, constable, or other executing agency. |
| Charges | Alleged offenses entered at booking; later court charges can differ. |
| Bond | Amount, type, or hold information entered for release decisions. |
| Mugshot Policy | A booking photo may be part of intake, but no verified Carter policy promises public release in every case. |
| Release Status | Current custody, release, transfer, or another status when the source provides it. |
The public version may omit protected details. A missing field is not proof that staff never collected it during arrest or intake.
Carter County Arrest Charges Can Change
Three labels can describe three points in one Carter County matter. The booking charge is what the jail enters at intake. The filed charge appears in the District Court complaint or citation. A grand jury may later return a different Circuit Court indictment, and a plea, trial, dismissal, or acquittal produces the disposition. Always cite the final court result when discussing outcome.
- Booking charge
- The allegation recorded when the person enters jail.
- Filed charge
- The offense stated in the complaint, citation, or indictment before the court.
- Disposition
- The court's final result for each charge.
- Expungement
- A statutory process that can remove qualifying records from public access after an order.
Qualifying nonconvictions may fall under KRS Chapter 431, including the state's expungement provisions.
A dismissal does not by itself promise that every separate booking copy has already disappeared.
Recent Arrests and Booking Logs
The detention center's inmate list is the verified official Carter County custody interface. It should be treated as a current or recent roster, not a permanent daily-arrest archive. An entry can appear after intake and later roll off after release or transfer. Portal downtime and data-entry lag are also possible. Absence from the list proves neither that a person was never arrested nor that a prior case has been cleared.
Call 13 Crossbar Road for immediate custody confirmation when the roster does not load. For a lasting record, request the booking entry from the jail and the narrative from the arresting agency. KSP's official news archive publishes selected investigations and arrests.
The archive is selective, so it cannot serve as a Carter County arrest blotter or a full name search.
Carter County Custody After Jail Transfer
Kentucky Online Offender Lookup, or KOOL, becomes useful when county custody turns into Department of Corrections custody or supervision. It can search names and aliases, DOC or PID numbers, offender type, status, location, county of supervision, age, and offense fields. KOOL warns that data newer than 120 days may not be finalized. It is not the best same-day Carter County booking source.
VINE provides custody notifications where participating data are available. Kentucky announced restoration in February 2026 after a vendor incident caused false alerts, so confirm any unexpected status change with the facility. A person can also move to a state prison, a federal facility, supervision, release, or another jail. Use the system tied to the present custodian, then call that office when status matters.
Kentucky's official KRS Chapter 532 source contains felony sentence provisions.
Sentence law gives context to later custody, but it does not replace the judgment or current facility confirmation.
Carter County Arrest Record Requests
A written request should identify the creating agency, person, approximate date, location, and desired record, such as the arrest report, probable-cause narrative, or booking entry. Send a sheriff request to the Carter County Sheriff's Office, a city report request to the proper police department, and a KSP request through the KSP open-records channel. The Carter clerk separately handles court filings.
Kentucky's Open Records Act generally requires a written response within five business days after receipt, but exemptions may limit disclosure. KRS 17.150 and KRS 61.878 can protect active investigative material, confidential sources, private information, officer-safety details, juveniles, and victims. A custodian may redact protected fields rather than release a complete narrative during an active case.
The governing open-records provisions appear in the official KRS Chapter 61 publication.
Use that law with a focused request, but do not assume it forces immediate release of an active investigative file.
Arrests vs Convictions
An arrest record says that an agency took action and a booking may have occurred. A conviction requires a guilty plea or finding in court. Different Carter County custodians create and update those records, and the initial arrest allegation can be reduced, replaced, dismissed, or rejected before judgment. Compare the arrest file with the Carter County criminal court case and its final disposition.
| Arrest Record | Conviction Record |
|---|---|
| Created by the arresting agency and jail | Created by District or Circuit Court |
| Shows an arrest or booking event | Shows a finding or plea of guilt |
| Lives with the agency and detention center | Lives with the circuit clerk and may update KSP |
| May end in release, no charge, dismissal, or acquittal | May lead to sentence, appeal, or qualifying expungement |
Note: An arrest is not proof of guilt, and a booking charge may never result in a conviction.
